Formed to serve those who need legal counsel at a difficult time.
Back to HomeOur Story
Pactum was established by a group of advocates with a shared conviction: that clients who have been injured deserve legal counsel that is patient, well-organised, and honest about what is and is not possible. The practice name — from the Latin for agreement or covenant — reflects the weight we place on the relationship between lawyer and client.
The practice is based at Wisma MCA in Kuala Lumpur, which places us within reach of the courts and medical institutions that feature most often in personal injury work. We have handled matters arising from road accidents on the Federal Highway and North-South Expressway, workplace incidents in Selangor and the Federal Territory, and liability disputes across the Klang Valley.
Our work is structured around three engagement types — initial review, insurance and settlement, and full litigation — so that clients pay only for what their situation actually requires. We do not apply a single fee structure to all matters regardless of complexity.
Our Mission
To provide considered legal guidance to individuals who have been injured, in a manner that is transparent about process, honest about prospects, and respectful of the client's time and circumstances.
What We Value
-
Candour. We give honest assessments, including when the prospects for a claim are limited.
-
Transparency. Fees, timelines, and process steps are explained clearly before work begins and updated as matters develop.
-
Patience. We work at a pace appropriate to the matter, and we do not create urgency where none exists.
-
Proportion. The engagement is sized to what the matter requires, not to what generates the largest fee.
The Team
Our lawyers bring backgrounds in civil litigation, insurance law, and occupational health disputes — areas that frequently intersect in personal injury work.

Our Standards of Practice
The frameworks we follow are not aspirational — they are built into how each engagement is run.
Malaysian Bar Membership
All advocates at Pactum are admitted to the Malaysian Bar and hold current practising certificates under the Legal Profession Act 1976.
Professional Indemnity Coverage
The practice carries professional indemnity insurance in accordance with Bar Council requirements, providing clients with appropriate recourse.
Confidentiality Protocol
Legal professional privilege is maintained throughout every engagement. Client information is not shared without express instruction, and file access is restricted to those directly working on the matter.
Written Engagement Letters
Every engagement — regardless of type or fee level — begins with a written engagement letter setting out scope, fee, and expected steps. Nothing proceeds without this.
Regular Client Updates
We provide written progress notes at each meaningful stage of the matter and respond to client enquiries within one business day as a standard practice.
Continuing Professional Development
Our lawyers fulfil the Bar Council's CPD requirements annually, with specific attention to developments in personal injury quantum, medical evidence, and insurance law.
Personal Injury Legal Services in Kuala Lumpur
Personal injury law in Malaysia draws on a well-established body of common law principles developed through the courts, alongside statutory frameworks such as the Civil Law Act 1956 and the Employees' Social Security Act 1969. Practitioners in this field need to be familiar not only with the legal tests for liability and causation, but also with the medical and rehabilitation evidence that shapes quantum — the monetary value of a claim.
At Pactum, the work is approached methodically. For road accident matters, this means obtaining the police report, securing appropriate medical evidence, identifying applicable heads of damage — general damages for pain and suffering, special damages for losses incurred, and where appropriate, future loss of earnings — and navigating the insurer's assessment process with a clear record of the client's position.
For workplace injuries, the analysis involves both the common law duty of care and the specific obligations imposed on employers under occupational safety legislation. The involvement of SOCSO (Perkeso) adds a layer of parallel process that we coordinate alongside the civil claim where relevant.
We work with medical specialists, rehabilitation consultants, and occupational assessors across Kuala Lumpur and the Klang Valley. Where a client requires expert evidence from outside Malaysia, we have experience coordinating those instructions and presenting the resulting reports to Malaysian courts.
The practice does not advertise specific outcomes or success rates, as these figures vary materially depending on the facts of each matter. What we offer instead is a considered, documented process — one that keeps the client informed, respects their autonomy in deciding how to proceed, and applies the same careful preparation whether a matter settles early or proceeds to trial.
